Starting March 31, 2025, Citizenship and Immigration Canada is introducing a new Home Care Worker Immigration Pilots (HCWP) program. The program is designed to make it easier for home care workers who care for children, support seniors, and support people with disabilities in Canada to obtain permanent residency.
The biggest change to the HCWP is that it offers two LMIA-exempt immigration pathways. The first pathway is for workers in Canada and will start on March 31, 2025 and is open to applicants currently living in Canada. The second is for international applicants, with an exact start date to be announced at a later date. Unlike the previous program, the new HCWP will be a more streamlined process to help workers and their families settle in Canada, with relaxed requirements and a wider range of employment options.
To be eligible for the new HCWP, applicants must: First, the language proficiency requirements are significantly lower than before. Applicants only need to meet an English language proficiency level of CLB 4 or higher, which is a much lower threshold than the previous program. Second, the educational requirements have also been relaxed, requiring only a high school diploma or higher to qualify. Since we don't require a college degree or specialized training, more people can apply. Third, the experience requirements have also become more flexible. You can apply as long as you have at least six months of recent home care-related work experience, and it doesn't have to be in Canada. Alternatively, you can apply even if you don't have experience in the field, but have completed a relevant training program. So if you're a graduate of a caregiver-related field, you can still apply. Fourth, you need a job offer, but you don't need an LMIA: You still need to have a full-time job offer from an employer, such as a private home, home health care provider, or care agency outside of Quebec, but you don't need your employer to have an LMIA approved, which is a change that will make it easier for more people to apply.
